The Hartford Courant reports that in 2013, Governor Dannel Malloy signed two new laws designed to reduce the number of
Auto Accidents on the state's roads. The first law increases the fines for texting and talking when you're behind the wheel. This new law also allows insurance companies to take distracted driving violations into account when setting your insurance rates.

The second new law will make it illegal to use a handheld device behind the wheel even if your car is at a full stop at a traffic light or stuck in traffic. Up until now, a vehicle had to be moving for a violation to occur.
